According to the classics, to identify the auspicious Raksha bandhan Muhruat, it should be Purnamashi Tithi of Shravan Month and Apran Kaal (noon time). So on this Muhurat and duration, the Raksha Bandhan festival is celebrated. However, the timing of Bhadra should be avoided.

In a situation when Bhadra is falling for the entire Aparan kaal or for an entire day like this year, then according to the classics, Rakhi should be tied during the Pradosh Kal in the evening time. Therefore, keeping this criteria in mind, we can say that 30 August after 9:03 PM is the right day and time to celebrate Rakhi 2023.

It is also important to note that in many families and households, it is not considered auspicious to tie the rakhi in the night time. For such people they can celebrate the festival on 31st of August, before 7:07 AM keeping in mind that after that it will be Padva tithi, which is also not auspicious to celebrate Raksha Bandhan rituals.
